William "Bill" Phillips
February 28, 1931 - December 7, 2023
William "Bill" Phillips, 92, of West Liberty, passed away on Thursday, December 7, 2023, at the University of Iowa Hospital and Clinics.
Visitation will be held on Thursday, December 14, 2023, from 2:00 p.m. - 4:00 p.m. at the Snyder & Hollenbaugh Funeral & Cremation Services of Muscatine.
In lieu of flowers, memorials may be directed to Sister Cities International of Muscatine in memory of Bill.

William Albert Phillips was born on February 28, 1931, in Muscatine, IA, the son of William Oscar and Ellen E. (Moore) Phillips. Bill proudly served his country in the United States Army from March 15, 1948 - March 14, 1952. On November 26, 1968, Bill was united in marriage to Nancy Lee Koch in Muscatine. He received his GED in 1973. Bill worked for McKee Button Factory, Thatcher Plastics for over 30 years and NAPA Auto. He was a member of the Nichols Christian Church, American Legion and Sister Cities. Bill enjoyed mowing, fishing, wildlife, watching Western movies and a cup of coffee.
Bill will be missed by his wife, Nancy of West Liberty; his children: Deann Phillips of Muscatine, Jennifer Persons of Jeffersonville, IN, and Tom McGourty of Coralville; seven grandchildren; many great grandchildren and great-great-grandchildren; and siblings: Charlene Cozad of Muscatine, Leola Garner of Columbus Junction, JoAnn (Charlie) Luttrell of Letts and Tony (Mary) Garrison of Wapello.
Bill was preceded in death by his parents; two sons: William L. Phillips and Steven L. Phillips; brothers: Richard Garrison, Leo Garrison, Jr. and Frankie in infancy and; sisters: Jackie Brown, Juanita West, Roberta McCormick, Rosita Bergen and Mary McGourty .
