Billy Charles Carter, 82, of Rusk, passed away peacefully on Saturday evening, September 6, 2025. A Graveside Service with Air Force Military Honors will be conducted on Tuesday afteroon, September 16, 2025, at Pleasant Retreat Cemetery in Tyler, to begin at 1:00pm. Pastor Bri'Ann Driver will officiate the service.
Billy was born in Tyler, Texas, on September 2, 1943, to parents Houston and Bernice Carter. Billy was an entreprenur - he owned a Janatorial Service Company. Billy worked hard to provide for his family. Billy was a proud Veteran. He served in the Army and Air Force. Billy loved his family dearly - and he will be missed by all.
Billy is preceded by his Father, Houston Henry Carter, Mother, Bernice Elizabeth Carter, Brother, Tommy Roy Carter, Brother, Buddy Carter, and Brother, Bobby Carter.
Billy is survived by his Daughter, Lindsey Elizabeth Carter, Son, Jonathan Bryan Carter, Son, Matthew Wayne Carter (Tracey), Grandson, Travis Carter (Annie), Granddaughter, Allyson Ray (Patrick), Grandson, Cortlan Carter, Granddaughter, Rachael Carter, Grandson, Houston Carter, Granddaughter, McKynzie Carter, Grandson, Kooper Hance, and Great-grandson, Theodore Ray.
