He is proceeded in death by his father, John Fletcher; his mother Callie Fletcher and his sisters Johnny Mae Beckham and Donna Davis.

Billy, also known by his family as "Big Bill" spent his formative childhood years in the small East Texas town of Rusk. He had a very humble upbringing. He would carry the life lessons and values of love and dedication to his family and to working hard. Billy's red dirt roots ran deep and they never left him. Billy moved to the Houston, Texas area where he would remain primarily living in Deer Park, La Porte and Mont Belvieu. Billy loved working with his hands and was a craftsman of many trades. He attained his greatest business success in the industrial insulation and fireproofing industry. He, alongside his business partners, formed their company Tecon Insulation and Fire Proofing. Billy would be the hands and feet of the company for more than 30 years. He worked job projects from coast to coast, as well as outside of the country. Billy's dedication to business success was secondary to his family. He was a dedicated family man and enjoyed spending time with them. He enjoyed hunting, fishing and spending time outdoors. He enjoyed working with his hands and you could often find him down at his shop tinkering. Billy was very generous and was always there to give a helping hand to any who needed it. He loved spending time with his friends and would make friends with any stranger he would come across. Billy always made it a point to stay in touch with his family and friends. If he called you at least once a week to check up on you, than you were on that very special list to be called a friend by him.

Billy Fletcher lead a life of integrity and leadership. He had a work ethic that will be known as his everlasting legacy.
