Billy D. “ Mr. Bill” Powell, 89, passed away peacefully surrounded by his family at North Care Hospice House, December 31, 2025.
Billy was born in Dunklin County, Missouri to Luther and Ethel (Stewart) Powell. He worked at the Lake City Armory. In 1969, he joined Precision Concrete alongside his best friend, Bill Terry. Although he briefly worked as an over-the-road truck driver, exploring the country for several years, his affinity for the company drew him back to Precision Concrete, working for Bill Terry’s son Mark until his retirement making friends every step of the way. Billy also served in the Missouri National Guard.
Billy held several leadership roles in civic organizations. He was a committed member of the Missouri Moose Lodge 2414 and Eagles Lodge, both located in Independence. He cherished time spent visiting friends at his favorite watering hole, Teri's Bigger Jigger.
He was preceded in death by his parents, Ethel and Luther Powell; brothers; his son, Philip (Flip) Powell; a daughter, Mary Chitwood.
Billy is survived by his beloved wife Cheryl of 19 years; his stepchildren, Eric Crose, Stephanie (Kevin) Berten, Sherry (Michael) Beck, and Scott (Crystal) Crose, Kim Austin. He leaves behind several grandchildren and great-grandchildren who loved him very dearly. He is also survived by his cherished pets, Minnie, Livee, and his favorite cat, Fender Boy, and he enjoyed playing with his granddogs, Abby and Little Brown Nose Yeti.
Farewell Party/Celebration of Life: A farewell party to celebrate Billy’s life will be held from 3:00 PM to 5:00 PM on Friday, January 16, 2026, at the Park Lawn Northland Chapel, 1640 Route 291 Highway, Liberty, MO 64068.
Billy will be remembered for his infectious sense of humor, his quick wit, and his extensive collection of anecdotal sayings. He truly never met a stranger. Above all, Bill had a huge heart, always willing to help others, even if it cost him his last dollar. He will always be remembered for his sense of humor, kind heart, unwavering dedication to his family and lifelong commitment to his community. His memory will always live on in the hearts of those who knew him.
Billy’s family would like to sincerely thank the Caregivers, Nurses and Doctors North Kansas City Health Care and North Kansas City Hospice House for all their care, comfort and support to Billy and his family.
