Billy Scott Obituary

Mr. Billy Ray Scott, age 83, formerly of Muskegon, Michigan, passed away at his home in Las Vegas, Nevada on Sunday, November 3, 2024. Billy was born in Forest, Mississippi on January 19, 1941 to Melvin and J'Rutha (Cook) Scott. Billy graduated from Jackson State University with a Bachelor of Education and from Michigan State University with a Master of Administration. He served as principal of Angell and Steel Elementary Schools for over 25 years prior to his retirement. He spent over 30 years as a respected basketball official, along with his good friend and partner, Jim McClain. Billy served on many local boards including his position as the past-president of the Muskegon Lions Club. Paraphrasing the words of his best friend, Jim McClain, Billy was extremely competitive, he loved to win at anything and would never back down from a challenge. He did all these things with an incredible sense of humor. He leaves a legacy of leadership, love, fairness, kindness, and joy for all who knew him. And, oh, how the man could dress! Total class and impeccable integrity! He could make a room light up just by walking in. Billy is survived by his three daughters, Stephanie (Andrew) Douglas, Melanie (Creighton Goins) Scott, and Kelly (Michael Greene) Ivy; 12 grandchildren, Tyler Jeffries, Devonte Douglas, Tiarra Hamilton, Taia Elliott, Makenna Anthony, Melissa Scott, Daisha (Nytiana) Jefferson, Cameron Scott, Jamie Kitchen, Christian Banks, Lia Baldwin, and Tevin Scott; three great-grandchildren; five sisters, Glenda Black, Fredna (Deroy) Weenes, Judy Forrest, Barbara (Daniel) Jones, and Marilyn Scott; and his brother, Jim McClain. He was preceded in death by two children, Pamela Scott and Kevin Scott; his parents; sister, Betty Scott; and brother, Robby Woods. A MEMORIAL SERVICE will be held 1:00 PM Saturday, November 9, 2024 at Kingdom Embassy Covenant Church (3025 Glenside Blvd., Muskegon, MI 49441). VISITATION will be one hour prior to his service. Billy Ray Scott was my friend, brother, ref mentor. I was selected to do a Big Christmas tournament in a BET HOSTILE FANS @ Benton Harbor I called Bill and "Big Game McClain" they laughed and both replied "We can't help you out...SORRY & They laughed at me. BUT Billy Ray called me after the game and said"Great Job "Hot".. SORRY WE STILL CAN'T HELP. LOL..LOL .SMH..#gonebutneva4gotten Fly high my brother.

I'm soooo sorry for Mr. Scott's family. He was my principal at Angel Elementary School. We couldn't have been disciplined, loved and cared by from a better person. Right this day and for the rest I f my life I will be talking about the difference my Elementary school principal made a big impact of my future. I didn't make all the perfect choices in life, and when I didn't I thought about those paddle whooping Mr. Scott put on us out of caring. Tough love is what it's called. Not abuse.
Thank you Mr. Scott It made a difference between me giving up or going on. I knew if I could handle those whoopings he gave out. I also can handle life that was ahead. And I am. I thank GOD for people like you.

My sincere condolences to the family. I was blessed to be able to be one of the students of Angell Elementary. Mr. Scott was a loving and kind principal. I remember him racing us on field day. Thank you Mr. Scott.

Sincerest condolences to the family on Billy's passing. As a longtime Muskegon sports official, I was both impressed and inspired by Billy's work ethic and professionalism. He was always jovial, truly enjoying his avocation, as well as a heckuva good ref. His legacy is long and worthy of celebration. The W. Michigan officiating community and I will certainly miss him. Billy was a gem!
