She was born on September 8, 1965 in Franklin County, Illinois to Arthur and Mary (Allen) Garner.
Cathy was preceded in death by her parents and 2 sisters Jessica and Donna.
She is survived by her sons Joey (Rhonda) Williams and Josh Williams all of West Frankfort; brothers Artie Garner and John Garner both of West Frankfort; 3 sisters Rosemary Joplin, Betsy Wininger, and Lynn Garner all of West Frankfort, and 4 grandchildren.
It was Cathy's wishes to be cremated with no services held.
