Cesar Beltran was born November 12, 1926, in Cien Fuegos, Cuba. His birth was later registered in Havana.
His father died when he was 8 years old. He was raised by his mother with 2 brothers and 3 sisters. When he was younger, he went to a boarding school where he slept during the week, and was home for the weekends.
When he finished high school, he began to work as a mason, eventually becoming a Master Mason. During this time, he acquired carpenter skills. Towards the end of World War II, he sailed several times to Florida to visit his brother-in-law, Oscar, who was a Captain of a cargo ship.
In his early twenties, Cesar and his older brother Luis spent 6 months in New Orleans attending a Junior College to improve their English. They worked as carpenters and tile setters to support themselves.
In 1953 Cesar moved to Miami where he worked as a Master Mason. He moved to Los Angeles in 1955 after hearing of the unbelievable good weather in California. He decided to learn to be a Machinist and worked for several years at Andersen Die Casting in Los Angeles.
In 1957 he took some lessons at Arthur Murray Dance Studios to learn American dances, where he met his wife, Karyl. After a 6-month engagement they married June 7, 1958. They lived in a small 1-bedroom house near the USC campus in Los Angeles. On November 14, 1958 He became a Naturalized Citizen of the United States, an accomplishment he was very proud of. He and Karyl soon had 2 children Cesar John, and Patricia.
In 1961 he got a job as Machinist at Lockheed and moved the family to Sun Valley in the San Fernando Valley.
They bought their home in Mission Hills in 1963 where they lived for 50 years. He worked 19 years as a Master Machinist, and 10 years as a Machine Shop Supervisor. He enjoyed studying thoroughbred horses and going to the Santa Anita Race track, gardening, using the computer and learning about science were some of his hobbies.
He was married to his loving wife Karyl for 56 years before her passing. They are survived by their children Cesar and Patty, 3 grandchildren and 5 great grandchildren. His Sister-in-Love Cira Beltran and multiple Nieces and Nephews and their families. Family was important to him and Karyl and they would travel to visit often until they needed to slow down.
Cesar and Karyl moved to Sacramento to live near their son Cesar in 2014. Where she passed in 2015.
Cesar continued living independently, with the assistance of his son and day-time care givers until January 2021 when he moved into an assisted care facility and later moved into memory care at the same facility.
There he started attending the weekly mass and more recently was able to attend a few times in person and get to know his priest.
