Cicely was born in St. Andrew, Jamaica, to Jabez and Doris Mordecai (nee Douce) on December 20, 1931.
She attended St. George's Girls' School and later graduated with her teacher's degree from Shortwood Teacher's College. On August 3, 1957, she married Lloyd G. Smith in St. Andrew, Jamaica and had four children.
She began her career as a teacher at Vauxhall Secondary School for many years, and at St. Hugh's High School in Kingston and St Andrew, Jamaica before migrating to Montclair, New Jersey, USA in the 1980s.
Cicely was actively involved in the Girl Guides Association; generously served at St. Mark's Methodist Churches in both Jamaica and the USA, New Beginnings Church in Kennesaw, Georgia, and Plantation United Methodist Church in Plantation, Florida. Cicely held numerous leadership roles and received many accolades, including serving as Commissioner of the Girl Guides Association for Kingston and St. Andrew, representing Jamaica throughout Europe and the Caribbean Islands from the 1950s through the 1980s. Cicely had a very special way and the ability to create love and kindness to all she encountered, leaving a lasting and positive impression on everyone.
