Survived by his wife, Theresa Tackett Pennington, three sons, Burlie Ashley Pennington, Wiley Dwayne (Shawna) Pennington, Cleabern Ray Pennington all of Salyersville, Kentucky, four brothers, Chester Pennington, Tommy Pennington both of Falcon, Kentucky, Edward Dean (Arlene) Pennington of Flat Gap, Kentucky, Clarence Pennington of Van Lear, Kentucky, four sisters, Clotine (Johnny) Adams, Avanell (Wayne) Litteral, Gradie Marie (James) Armstrong all of Falcon, Kentucky, Susie Salyer of Salyersville, Kentucky, three grandchildren, Kaleb Ray Pennington, Annabella Paige Pennington, and Austin Risner.
In addition to his parents, Cleabern is preceded in death by one brother, Raymond Pennington, and one brother-in-law, Randy Salyer.
Funeral services will be conducted at 11:00 A.M. Saturday, September 20, 2025 from the State Road United Baptist Church with Roger Hill and Wesley Litteral officiating. Burial will follow in the Pennington Cemetery at Burton Fork, Salyersville, Kentucky. Friends may visit the church Thursday, September 18, 2025 after 6:00 P.M., all day Friday, September 19, 2025 and any time prior to funeral services on Saturday.
