Cora Lou Miller of Kerrville, Texas entered eternal rest on January 4th, 2026, leaving behind a legacy of love, dedication, and kindness. Born on September 17th, 1941, in Chewelah, Washington, she was the cherished daughter of Elmer J. Hartill and Leola Webb Hartill. Cora led a full life as a mother to three children, two of whom predeceased her.

She met and married her beloved late husband Robert J. Miller, with whom she shared a profound partnership for life. Together, they enjoyed a fulfilling career with U.S. Immigration, where Cora dedicated 33 years as a customs officer, serving in various locations across the country. Upon her retirement, the couple traveled extensively, embracing new experiences hand in hand while exploring the world around them.

Cora’s service did not end with her retirement; her passion for law enforcement continued as she became a special deputy with the Montezuma County Sheriff's Office in Colorado. Alongside Robert, she volunteered for patrol duty in Kerrville, embodying a spirit of community involvement that defined her life.

A voracious reader, Cora was eager to pass on her love of literature to her two daughters and granddaughter, with whom she shared many wonderful recent memories with. This bond was also strengthened through their shared creativity, as Cora recently taught her how to recreate her famous handmade pet beds. A testament to her compassion, these pet beds were generously donated in bulk to local animal shelters- a tradition Cora continued from her late sister, Elaine Anderson.

Cora's passion for gardening was evident in her beautifully cultivated roses and vibrant floral arrangements, which she frequently gifted to her local church and friends. Notably, Cora was never seen without a bouquet of flowers to uplift those around her, imparting her appreciation for their presence in her life.

She had a daily ritual of feeding the waterfowl at Flatrock Park, a routine that not only brought her joy but also fostered a connection with the avian friends she cherished. Cora’s updates on her feathered friends were a highlight for all who knew her, showcasing her boundless love for nature and all its creatures.

Cora is survived by her daughter Kim Scott, her granddaughter Abbey Scott, and Abbey's husband Jon Deyhle. She also leaves behind her step-granddaughter Kory T. Jones and her husband Shawn Jones. Her beloved dogs Sophie and Clarence will also miss her dearly. Cora's legacy continues through the large extended Hartill family and the countless friends whose lives she touched.

She is predeceased by her husband Robert J. Miller, her daughter Kelli Scott, her parents Elmer and Leola Hartill, her sister Elaine Anderson, Connie Atha, and Ruth Vetch, and her brothers Joe Hartill and Howard Hartill.

A Celebration of Life for Cora will be held at the Kerrville Funeral Home chapel on January 26th, 2026, at 11:00 AM, allowing friends and family to come together in remembrance of a truly remarkable woman.

Cora will be so missed, her light and kindness forever etched in the hearts of those who loved her.

As she would have encouraged, let us listen to Willie Nelson in her honor or go feed the local ducks in reflection of her joyous spirit.
