Corbin Lewis Carter passed away at the Vancouver VA Medical Center at 11:23 pm on August 22, 2025. Surrounded by his family. Corbin was born at the Hood River Memorial Hospital on August 28th, 1969. He was born to his father Buzz Philley and mother M'Lee Lindemyer. Corbin was raised by John Carter and M'Lee until the age of 9. He was then raised by Dennis Zeller and M'Lee through adolescence.

He was born and raised in Hood River and graduated from Hood River Valley High School in 1987. As a child, Corbin was a gifted athlete. His little league team went to nationals in 1982 where he pitched a no hitter and hit a grand slam in the same game. Corbin served his country in the 1st of the 319th of the 82nd Airborne Division as a forward observer for the artillery. He served from approximately May of 1987 to May of 1990. He completed his military service as a sergeant.

After his service, Corbin married Tonia Dexter. Together they had two children Shelby and Brice. Corbin and Tonia were together for 20 years and were married for 15 of those years. He saved money while in the military and bought and owned 5 acres on Fir Mountain in Pine Grove by the time he was discharged. Their family lived there for their married years.

Corbin was employed by the City of Hood River Public Works for the majority of his working years.

Corbin was an avid hunter and fisherman, and loved being outdoors. He killed his first buck in 1985 with Denny by his side and fished avidly until his final days.

Corbin is survived by his daughter Shelby, son Brice, daughter Tessa, grandsons Eden and Nels, mother M'Lee Zeller, fathers Buzz Philley, John Carter, Dennis Zeller, and sister Christy.

Corbin will be buried close to home at Pine Grove Cemetery on Saturday, August 30th at 10:00 AM. He was loved and well respected by so many, and a lot of people looked up to him. He was a great father and an even better friend. Corbin was so strong, in life, and everything he did; and was strong until the very end. Never giving up hope, and fighting until his last moments. Corbin made a massive impact on so many people's lives, and will be missed greatly.
