Debra Annette Waters Jr.

Debra Annette Bergstrom, 67, of Panama City Beach, passed away on Monday, September 8, 2025. Her beloved companion of 18 years, William "Billy" Waters, Jr., 79, also of Panama City Beach, followed her in passing on Friday, September 12, 2025.

Debra was born on December 8, 1957, in Frederic, Wisconsin. She grew up in Wisconsin, where she enjoyed playing the saxophone, working at Dairy Queen, and skiing down snowy slopes. Years later, she made Florida her home and built a rewarding career as a legal secretary. Later in life, she found her greatest joy as a bartender at AMVETS Post 47, a place she dearly loved and where she formed lasting friendships.

Debra's passions included gardening and caring for her cherished rabbits and chickens. A lifelong and loyal Green Bay Packers fan, she never missed a chance to cheer on her team. She lived by her personal motto, "We live to give," a reflection of the kindness, generosity, and warmth she shared with everyone around her.

She was preceded in death by her parents, Lester Havey and Virginia Bell (Annett) Bergstrom; sisters, Rebecca Bergstrom and Mary Lynne Potempa; and her significant other, William Waters, Jr. She leaves behind her son, Andrew John Bayte of Panama City Beach, and her sister, Sharon Miller (Charles) of Wisconsin.

William "Billy" Waters, Jr. was born on May 1, 1946, in Dothan, Alabama. In his younger years, Billy was an exceptional water skier, though he never boasted of his talent. His love for the water carried through his life, whether fishing, boating, or simply being near it. Billy was also an avid collector, always on the lookout for a good deal. He had a gift for making friends everywhere he went and never met a stranger. His friendships, especially with his lifelong friend Dow Husky, were treasures he held close.

Billy was preceded in death by his parents, William Sr. and Doris Waters; his brother, David Waters; his sister, Linda Waters; and his companion of 18 years, Debra Bergstrom. He is survived by his stepson, Andrew John Bayte.

A Celebration of Life honoring both Debra and Billy will be held at 1:00 p.m. on Sunday, October 5, 2025, at AMVETS Post 47.

Together in life and now reunited in rest, Debra and Billy will be remembered for their warmth, generosity, and the love they shared with family, friends, and community.
