William E. Reynolds passed away peacefully at Albany Medical Center on October 7, 2025, at the age of 82.

Born on June 28, 1943, in Davenport, Iowa, he was the son of the late Clarence and Ellen (Normoyle) Reynolds. Bill graduated from Sterling High School in Sterling, Illinois, and went on to earn his Doctorate of Dental Surgery from Northwestern University. Following dental school, he proudly served as a lieutenant in the United States Navy Dental Corps. After completing his military service, he continued his education at the University of Michigan, where he earned a Master of Public Health.

Bill dedicated over 25 years of his life to public service with the New York State Department of Health, where he served as a director. His work included key initiatives such as promoting fluoridation in public water systems and shaping regulations that improved the delivery of healthcare services in hospitals, nursing homes, clinics, and home care agencies, particularly for the elderly and individuals with traumatic brain injuries. He also served on multiple advisory committees focused on aging, brain injury, and healthcare ethics.

Later in his career, Bill became a public service professor at the University at Albany’s School of Social Welfare, where he focused on elder care policy. He also founded and operated his own healthcare consulting business.

Beyond his professional accomplishments, Bill had a deep love for both travel and the outdoors. He especially enjoyed traveling with his beloved wife, Carol. His favorite pastimes included skiing, boating, hiking, bicycling, and photography.

Bill is survived by his devoted wife of 57 years, Carol Wojteczko Reynolds; his two daughters, Catherine Reynolds (Ken O’Hara) of Seattle, WA, and Beth Turner (Mark) of Delmar, NY; his grandsons, Sean, Riley, and Owen Turner; as well as several sisters- and brothers-in-law, and many nieces and nephews.

Calling hours will be held on Saturday, October 18, 2025 from 9:30 am to 10:30 am at Cannon Funeral Home, 2020 Central Ave., Colonie. A funeral service will follow at 10:30 at the same location. Family and friends are welcome to attend and celebrate Bill’s life.
