Emogene J. Watkins, a beacon of joy and laughter to all who knew her, passed away peacefully on December 10, 2025, in
Indianapolis, IN, at the age of 81. Born on February 17, 1944, in Pike County, Kentucky, Emogene was the cherished daughter of the late Roy and Dixie (Cantrell) Justice. Her life was a testament to love, friendship, and the simple pleasures that bring us the greatest happiness.
Emogene, affectionately known by her friends and family, graduated from Pikeville High School in 1962 and soon after, at the tender age of 18, she ventured to Indianapolis in search of new opportunities. It was there that she began her dedicated career with the Indiana Bureau of Motor Vehicles, where she worked for many years. Her colleagues will remember her as a friendly and loving presence, always ready with a joke or a smile to brighten someone's day.
Her heart was ever at home, however, with her beloved family. She is survived by her loving daughters, Donna VanMeter (Eddie) and Kimberly Conley. Her siblings, Calvin Justice (Jeri), Carson Justice, Nora Porter (Bob), will fondly remember their sister's infectious laughter and generous spirit. Emogene was preceded in death by her husband, Chester Watkins, her son, Jason Collins, and her siblings, Georgia Watley, Alta Atkins (Lloyd), Ralph Justice (Betty), Eugene Justice, James Justice, Harless Justice (Lorraine), and Roberta Justice.
Emogene's legacy continues through her adored grandchildren, Billy VanMeter (Kassi), Tiffany Groves, Ericka Gillen (Derek), Chasta Groves, Cheyene Maurya, and her great grandchildren, Aubrie Limbach, Terrence Groves, Phoenix Ayon, Miguel Roman, Olivia Collins, Kason VanMeter, Cohen Gillen and Brody VanMeter. Each of them was the apple of her eye, and she cherished every moment spent with them.
Emogene's zest for life was evident in her interests and hobbies. She was an avid player of the Indiana lottery, always hopeful and optimistic about the next draw. Her love for a good time was contagious, and she never missed an opportunity to celebrate life's moments, big or small.
Those who had the privilege of knowing Emogene will remember her as the epitome of someone who was funny, friendly, and loving. Her presence could light up the darkest of rooms, and her laughter was a melody that will echo in the hearts of her family and friends forever.
A visitation for Emogene will be held at Singleton and St. Pierre Funeral Service and Crematory on Sunday, December 21 from 4PM until 7PM and again on Monday, December 22 from 10AM until the time of service at 11AM. Burial will follow at West Ridge Cemetery in Indianapolis.

Her memory will be cherished and kept alive through the stories and laughter she shared with each of us.
