She was one of four daughters born to Frank and Elizabeth Vernon. Frances graduated from Pikeville High School as Valedictorian in 1960. She also enjoyed traveling in both the United States and abroad.
Frances unselfishly touched the lives of her children, grandchildren, sisters, friends, and many students during her teaching career.
