Frank graduated from Central High School, Baptist Bible Seminary, and the University of Pennsylvania where he earned a Master's Degree in Social Work. From February 1976 to July 2007, Frank served as the Chief Adult Probation Officer for Bucks County. He and his staff provided services for the courts and community-based supervision of offenders placed under Bucks County's jurisdiction. Using core values such as integrity, accountability and trust, offenders were assisted in becoming integrated into the community as non-violent, crime-free contributing members of society. He was passionate about his work and strove to make a positive difference in offenders' lives as well as in the field of Adult Probation.
Frank was awarded the Middle Atlantic States Correctional Association (MASCA) with their Founders Career Award, which honors the memory and spirit of the founding members of MASCA, who organized a regional association to promote inter-state cooperation and professional training. Frank was a member of the MASCA Board of Trustees for over 25 years.
Frank enjoyed several hobbies as well as spending time with his family. He was a certified Airline Transport Pilot who flew for Hortman Aviation and Custom Air Charter. Many of his flights involved taking donated organs and transplant teams to Geisinger Medical Center. Frank loved flying and encouraged Darlene to earn her private pilot's license and instrument rating. Together they flew to Florida several times. Frank also enjoyed deep sea and surf fishing, golfing, and playing tennis. He loved doing puzzles and spent many hours working on them with his granddaughters at the Jersey shore.
After Frank dedicated his life to God, he had a heart for mission work around the world and supported several organizations. He would wish for contributions to be made in his memory to
