Franklin "Frank" Arthur Horstman was born on December 8, 1932, to Henry and Lena (Boddicker) Horstman on the family farm northwest of Parkston. He moved to Parkston when he was 13 years old, when his dad came down with Parkinson's disease. Frank attended Sacred Heart Catholic School through eighth grade and graduated from Parkston High School in 1950. He then attended Mitchell Business College, where he obtained an accounting degree. On May 28, 1953, he was drafted into the US Army and served until his honorable discharge on May 27, 1955. He started working at the ASCS Office in Parkston in July 1955 and completed his career when he retired from the local ASCS office in April 1988. After a few years of retirement, he felt the need to return to work and accepted a position with Stroud Crop Insurance for 8 years in Mitchell.

He was united in marriage to Monica Weber on April 8th, 1959, at Sts. Peter & Paul Catholic Church in Dimock. Their initial home was in Parkston and later moved to their lifetime home in Dimock in 1966. Frank enjoyed small-town living and was an active participant in the town. He was the Town Clerk for the Town of Dimock for 33 years. Frank was an active member of the Parkston Sportsman Club, where he was able to share his love for hunting and fishing with others in the community. Part of his duties with this included being an instructor for the Hunter's Safety Course. He loved to stay active and spent many years playing softball and then progressed into coaching a Dimock girls softball team. Frank was a Lector, a member of the Parish Council, and a lifetime member at Sts. Peter & Paul Catholic Church. In addition, he was also a lifetime member of the American Legion Post 194 of Parkston and of the Moose Lodge in Mitchell. Frank's ultimate pleasure was working in his big garden. He spent many hours outdoors tending to his plants and vegetables. He thoroughly enjoyed sharing the fruits of his labor and his passion for gardening with his family and neighbors. His other pastimes included hunting, fishing, dancing, playing cards, and spending time with his family, especially his four grandchildren.

He is survived by his wife of 66 years, Monica of Dimock; one son, Greg (Sue) Horstman of Ethan; three daughters, Cheryl (Mick) Heusinkveld of Mitchell, Marcia (Lyle) Kummer of Sioux Falls, and Julie Horstman of Sioux Falls; four grandchildren, Cara (Tyler) Ribordy of San Antonio, TX, Bryce Kummer (Erica Ertz) of Sioux Falls, SD, Amy (Riley) Petersen of Sioux Falls, SD, and Jill Heusinkveld of Mitchell, SD; and great-grandchildren, Trixie, Vannie, and Arthur Ribordy.

He was preceded in death by his parents, grandparents, three brothers: Clarence, Bernard, and Henry Jr., and twin sisters, Erma and Edna, and many relatives and friends.
