Howard was born in Jasper, Florida on September 10, 1929, to the late Trudie Johnson Brown And Israel Shelton Brown.
The family moved to Nichols, Florida when Howard was in the 9th grade. He graduated from Mulberry High School and Florida Southern College, Lakeland, Florida in 1950. He was a member of Sigma Alpha Epsilon Fraternity.
Howard served in the U.S. Air Force during the Korean Conflict. After he was discharged from the military he began his career in the banking industry, having worked in Tampa and Dunedin, Florida. He and his wife, Hazel, moved from the Tampa/Clearwater area to the beaches in 1973 and resided in Atlantic Beach since 1975. Howard was vice president of Southeast Bank. He was past president of the Beaches Toastmaster Club and past president of Jacksonville Beaches Kiwanis Club. He was a member of Neptune Baptist Church in Neptune Beach since 1973 and served in many areas of ministry, including Deacon and Treasurer.
He is survived by his nephew, Charles D. Brown II of Granite City, IL. He was preceded in death by his wife, Hazel Harmon Brown, brother, Charles D. Brown and nephew Terry Brown.
A graveside committal service will be held at Jacksonville National Cemetery on Monday, March 16, 2026 at 11:00 a.m. Carlos Jones will be officiating. Memorial donations may be made in Howard's name to Neptune Baptist Church.
