Howard was born February 6, 1930 in Dearborn, MI to the late Howard T. Jernigan, Sr. and Bertha Brant Jernigan. He was also preceded in death by son, Milton Dale Jernigan; sisters, Barbara Boggs and Ethel Martin.
He was a member of Bethel Baptist Church and loved his family, fishing and playing bingo very much. He was a Veteran of the US Air Force and worked for Kelly Armstrong Tire Company.
He is survived by his wife, Edith Arnell Williams Jernigan; son, Joe Thomason; daughters, Debbie (Steve) Crain, Mitzi (Wilburn) Malugen; brother, Tommy Jernigan,
