He was born on August 26, 1943, in Cumberland, MD to Mary Williams Cook and Howard Williams, Sr.
Howard is survived by his wife Dorothy (Robertson) Williams, they were married on April 6, 1968, and recently celebrated their 57th wedding anniversary; daughters Laura (Paul) and Sara (Thomas) and granddaughter Emma DeHart. He is also survived by his sister-in-laws Judy Robertson and Patricia Williams and numerous nieces and nephews.
Besides his parents, he was predeceased by his sister Ida Etchison and brothers Ronald and Jon Williams.
He grew up on the University of Maryland Research farm in Howard County, MD.
After graduating from Glenelg High School in 1962, he joined the Air Force. He completed 13 combat tours in Vietnam in 1967.
He moved to Washington County in 1970 where he and his brother Ronald owned the Double-Will-B Dairy Farm for several years. He also co-owned the Country Boy Drive-In Grocery Store.
He joined the Air National Guard in August 1976 and served at the 167th in Martinsburg until his retirement on January 31, 1992, with 24 years served. He was a member of the Potomac Post #202 American Legion in Williamsport, MD and the Ralph S. Tagg, Jr. DAV Chapter 14 where he was the treasurer for 27 years.
Funeral services will be held at the Osborne Funeral Home, P.A. 425 S. Conococheague St., Williamsport, MD, on Friday, May 23, 2025, at 12:00 pm with Pastor Kimberly Nunberg-Wadel officiating. The family will receive friends 1 hour prior to the service on Friday from 11:00 am 12:00 pm. Interment will be at Greenlawn Memorial Park in Williamsport, MD with military honors provided.
