Ilsa was born on March 16, 1958 in Reading, Pennsylvania, to Rudy and MaryAnn (Mullen) Koenig. Ilsa was the oldest of four children in the family. Ilsa attended schools in Reading, Pennsylvania, but moved with the family to Alma, Michigan where she attended high school.
