Jeffrey Alan Carroll of Leesburg, Virginia died unexpectedly on Wednesday September 7th, 2022. Jeff was an exemplary person, beloved husband, cherished father, and loving grandfather.
Jeff was born on March 21st, 1966, in Bellevue Ohio. His strong values of faith, family and duty were formed early in his childhood, holding tight to his beloved grandmother's hand as they attended Bellevue Assembly of God Church each Sunday. Following his graduation from Clyde High School in 1984 he enlisted in the US Navy and started his career with the Submarine Service as a Machinist Mate (Nuke). While in the Navy he married his high school sweetheart Cindy (Link) Carroll on May 25th, 1987. Together they created a loving partnership and shared a love of faith and service to their country. A few years later they started their family that would love and support him as he served.
He leaves behind his dear wife and best friend, Cindy. Together they shared 35 year of marriage and three children, daughter Amber (Greg) of Florida, son Jeffrey Alan Jr. (Rachel) of Virginia, daughter Alicia of Virginia; grandchildren Summer, Chris, Ivy and Skylar, sister Allison Carroll (Credence and Nevaeh) of Ohio; sister-in-law, Annie Brockschmidt (Jamie), nephew Isaiah and niece Sarah all of Michigan, niece Meredith of SC, brother-in-law Mason (Ryan) Link (Jennifer), nephew Austin and niece Aliyah, step mother-in-law Barb Link all of Ohio. Jeff was preceded in death by his parents Dale and Marion Carroll, father-in-law Don Link, mother-in-law Eloise Link, brother-in-law James Link, and his grandparents, Olive, and Miles Miller all of Ohio.
While on active duty Jeff was accepted for the Navy NECP Program at Auburn University (WAR EAGLE!!!), where he graduated with a degree in Mechanical Engineering in 1996 and went on to continue his career as a Naval Submarine Officer. He completed a master's degree in Engineering Management from Old Dominion University in 2003. Shore duty assignments included serving as an Assistant Naval Professor at Old Dominion University and Norfolk State University.
Jeff's Naval career was unprecedented and admirable as a true submariner. His sea tours included: the Nuclear Ballistic Missile Submarines, USS HENRY L. STIMSON (SSBN 655 blue) and USS MAINE (SSBN 741 blue). Jeff's final submarine assignment at sea was as Navigator onboard the Nuclear Fast Attack Submarine USS BOISE (SSN 764). Jeff's last tour before retirement was Fleet Navigator, assigned to Commander, Submarine Force Atlantic (SUBLANT) in Norfolk,VA.
Jeff retired from the Navy in August 2008 as a Lieutenant Commander (O4), a highly decorated U.S. Naval Officer with 24 years of dutiful service. Jeff, Cindy, and family then settled in Leesburg, Virginia where he went onto work with Lachel, BAE, SAIC, and most recently as a Senior Scientist with Leidos. His remarkable talents as a trainer, mentor, warrior, and engineer, and his creative, innovative contributions on numerous complex projects will have an everlasting impact on our nations security.
Deeply devoted to his family, weekends were spent boating and RVing. They traveled extensively throughout the U.S in their RV with wonderful friends and family. The grandkids affectionately referred to him as "PaPaw". Evenings spent around a campfire included lots of gooey S'mores followed by star gazing and prayers before bed. Jeffs other interests included playing games such as Euchre, Threes, Yahtzee, and Solitaire. Jeff also enjoyed a variety of music as he was cruising down the road in his Jeep. He had a zest for life and considered everyday a blessing with Cindy at his side.
They were members of Cornerstone Chapel and through the church he volunteered with the middle school camps at North Bay. They supported the church, Gospel for Asia, and the DAV. He was also a Life member of his hometown VFW.
His marvelous personality and natural charisma were only surpassed by his integrity and sense of duty. And so, we thank God for the years we were able to be with Jeff. He is loved by so many, and he will be missed every day. So, it is only fitting that we end with these words:

Jeff did not return to us this time. He was strong until his final breath and his first footsteps into the arms of his Lord and Savior, Jesus Christ. Today we know you are back on the high seas, Jeff, and as always, you're keeping watch. We wish you fair winds and following seas. May the mercy of our Lord, Jesus Christ and the "Dolphins" of eternity, guard you and protect you forever!
A memorial service will be held Thursday, October 27th, 2022 at 11:00 a.m. at the Bellevue Assembly Church, 770 Kilbourne Street, Bellevue, Ohio 44811. Military graveside services will follow at McPherson Cemetery. Then a luncheon will be served at VFW Post 3343, 847 W. Maple Street, Clyde.
