Joe Manns Palmer was born on February 22, 1943 in Brownsville, Tennessee to the late Wayman Palmer and the late Lura Mae Hussey Palmer. He married Ok Sun Ahn Palmer, who survives in Paris on April 27, 1970. Besides his parents, Joe is also preceded in death by his brother, James Palmer.

Mr. Palmer was an avid outdoorsman, enjoying lots of fishing. He was known for his sarcasm, his different sort of humor and the toothpick he always had in the corner of his mouth. He was a U.S. Army Veteran and former M.P., retiring as Sergeant First Class. He later worked with the Henry County Sheriff's Department for a number of years as a Bailiff. Joe was a very loving husband, father, and grandfather who was most especially partial to his granddaughter.
