John M. Francis was born on February 15, 1962, in Albuquerque, NM. John was raised at St. Anthony’s Catholic Home for boys, in Albuquerque, NM. At the age of 10, he returned home and lived in the South Valley during his younger years. He attended Highland High School and entered the World of Emergency Services after High School. He worked in Belen, NM, Roswell, NM and Hobbs, NM, before returning to the Albuquerque area. John always cherished his memories as a Professional Firefighter. The many friendships developed in emergency services lasted throughout his lifetime. Two of those special friendships were with former partners/coworkers, Mark Herrera and Ronnie Munoz. John became interested in law enforcement and joined the NM Mounted Patrol, a reserve component of the NM State Police. That interest led him to a full-time position with the Rio Rancho Dept. of Public Safety. John served in many capacities during his career. A patrol officer, bike officer, DARE/GREAT Officer, Criminal Investigator and Public Information Officer. He was known throughout the State of NM because of his expertise in the field of media relations. He could not go anywhere in New Mexico without being recognized from his many appearances on NM News outlet channels. Emergency Services and Law Enforcement were his passion. He kept up his EMS licensure throughout his entire career. John made many friends over the course of his career and always cherished those friendships. He really enjoyed helping the citizens of Rio Rancho and was always proud to lend a hand when he saw someone in need. He will be missed by all that knew him.
