His work reflected a commitment to justice and the safety of his fellow citizens. Through years of service in law enforcement, he contributed meaningfully to the efforts that shaped and protected his community.
Outside of his career, Joe embraced life with enthusiasm and warmth. He found joy in fishing and traveling, often seeking out new places and experiences. He cherished time spent at get-togethers and parties, where laughter and stories were shared freely among friends and loved ones. A true lover of good food and good company with gatherings at Joes's bar, he was known for enjoying barbecues-moments that brought people together around the grill and under the open sky. Often reflecting his favorite quote, "It doesn't matter the weather, as long as we are together!"
To those who knew him, Joe was a spirited presence whose love for celebration left lasting memories. Whether through casual gatherings or shared adventures, he brought people together with ease and sincerity. May the memory of Jose Carlos De La Rosa bring comfort to all who knew them and serve as a reminder of a life lived with purpose and passion, after all he did it his way.
