Joseph James Casper, age 72, passed away peacefully and went home with Jesus on December 28, 2025. He was born on December 16, 1953, in Port Washington, Wisconsin, the son of the late Bernard and Armella Kultgen Casper.

Joe was predeceased by his brothers, Bernard Casper Jr. and James Casper.

Joe is survived by his loving and devoted wife, Ruth Ann Casper; his children, Joseph B. (Tara) Casper of Tallahassee, FL, Benjamin J. Casper of Jacksonville, FL, Terra (Kevin) Peterson of Painted Post, NY, Jeffrey (Kristy) Hall of Clermont, FL, and Katie (Jake) Mitchell of Elmira Heights, NY. He also leaves behind his 14 beloved grandchildren, who were a great joy in his life; his brother, Wayne (Jill) Casper of Fredonia, WI; his sisters, Mary Ann (Vern) Wagner of West Bend, WI, Ruth Wood of Savannah, GA, Theresa Smith of Merced, CA, and Gloria Casper of Menomonee Falls, WI; along with many nieces, nephews, cousins, and extended family members who cherished him dearly.

Joe dedicated a combined 26 years of active and reserve time in the United States Navy. Following the September 11th attacks, Joe returned to the Navy Reserves, driven by his unwavering love for his country. He retired on active duty from the Navy in 2013 as a Chief Petty Officer. His service was marked by deep dedication, integrity, and love for his country.

Joe found joy and peace at Harris Hill in Elmira, New York, where he loved sailing in glider planes. The quiet beauty of flight reflected his appreciation for freedom and calm moments. He was also known for his dry sense of humor-often subtle, perfectly timed, and deeply appreciated by those who knew him well.

In accordance with Joe's wishes, private funeral services will be held. He will be laid to rest with full military honors in July 2026 in Fredonia, Wisconsin.

Those wishing to honor Joe's memory are invited to consider a memorial contribution to the Tunnel to Towers Foundation (T2T.org) in his honor.
