Josephine Turner

SALT LAKE CITY -Our beautiful, beloved mom, grandmother, sister and friend, Josephine (Josie) Ann Palacios Turner passed away peacefully, surrounded by her family on September 6, 2025, at the age of 81.

Josie was born September 21, 1943, in Price, Utah to the late Joseph and Mary Martinez Palacios. She lived her life full of love, kindness and had a fierce loyalty to her family. She was the heart of the home, always ready with a smile, a listening ear, and open arms. She had a gift of making others feel cared for, whether through her wisdom or her unwavering support. She will be leaving behind many memories that will be cherished forever.

In 1965, she met the love of her life, William (Bud) C. Turner. They were married on February 4, 1966, in Evanston, Wyoming. They lived in Salt Lake for a few years, then moved to East Carbon where they raised their kids and lived happily until he passed away in February 1980.

Josie started her career as a teacher for the Head Start-Community Action Program. She earned her CDA, and then after her husband died, she opened her own preschool - The Learning Express. When the preschool closed, she went back to work for Head Start in Price as an educational coordinator until she moved to Salt Lake. She continued her career with Community Action Program, and when she retired, she was working as a mediator for the Landlord/Tenant program.

Josie loved camping and fishing. She was always the first one at the lake. She loved celebrating birthdays and holidays with family and her favorite was Christmas. She especially loved decorating, and as Anna use to say, "It looks like Christmas threw up in here." Hanging with her grandchildren was another one of her favorite things, always having sleepovers and planning fun activities for them. Those who knew her, knew of her great love of Coke with ice. Where Josie was, there was a Coke. Mostly though, she loved and cherished her family.

Josie is survived by her children, Lisa (Randy) Carbine, Jason (Lisa) Turner; grandchildren, MacKenzie (Brad Stout) Turner, Abby (Weston) Neil, Evan Carbine, Katie Carbine and Luke Turner; great-grandchildren, Olivia Stout and Halle Neil; siblings, Chris Palacios, Victoria Palacios, Gregg (Danna) Palacios, Frances Palacios and Marianne (Blaine Whitney) Palacios.

She was preceded in death by her husband, William C. Turner; daughter, Anna Sant; grandson, Derek Turner; and parents, Joseph and Mary Palacios.

Mom we can't imagine how happy dad was seeing you again, you've both waited so long!
We love you.

Funeral service, Saturday, September 13, 2025, 2:00 p.m., Mitchell Funeral Home (233 East Main Street, Price, Utah 84501) where the family will receive friends one hour prior to the service. Interment, Price City Cemetery. Arrangements entrusted to Mitchell Funeral Home of Price and Huntington where friends are always welcome daily and share memories of Josie online at www.mitchellfuneralhome.net.
