Joyce was born in Catskill to Willsie C. Scott and Ella Coons on November 30th 1946. She attended Coxsackie-Athens High School and graduated 1964. She went on to earn a secretarial degree and worked as a secretary for the New York State Attorney General's office for 40 years. In November she was elected President of the organization. This year Joyce was selected to be Columbia County's NYS Office for the Aging Senior Volunteer of the year for her work in the group. In addition to her work with the seniors Joyce volunteered with the Palmer and Hose Ladies Auxiliary, acting as their secretary.

Joyce is survived by her children Tanya (Peter) Hunter of Kinderhook and Scott (Karin) Weis of Balston Spa, as well as 6 grandchildren- Ashlyn, George, Robert, Jacqueline and Cassie Hunter and Morgan Weis. She is preceded in death by her parents, Willsie and Ella as well as her sister Cheryl Riley and her dog Milo.
