She was born February 2, 1939, in Wheeling, WV, daughter of the late Paul and Katherine (Macklin) Flanagan.
Judy was a Catholic and dedicated her life to children giving foster children a home and adopted 4 children herself. She worked previously but her main goal was to be a mother and homemaker.
In addition to her parents, she was preceded in death by husband, George Charlton; sons, Joe Charlton, Fred Charlton and sister, Virginia Atwell and brother, Jim Flanagan.
She is survived by her sons, James Charlton, Chad Charlton of Martins Ferry, OH; sister, Mary Kay Shurak of Wheeling, WV; brother, Ray Flanagan of Columbus, OH; granddaughter, Michell Carr-Charlton, and 2 great grandchildren.
Friends will be received on Thursday September 4, 2025 from 2 pm until the time of Service at 3:30 PM at West Liberty Christian Church, 742 Van Meter Way, West Liberty, WV.
Arrangements by Kepner Funeral Home, Wheeling.
In lieu of flowers, memorial contributions can be made to her children to assist with funeral arrangements.
