Kathleen attended parochial schools and graduated from Bishop Armstrong High School where she was a track athlete. After high school Kathleen moved to San Francisco with two childhood friends to work at the Franchise Tax Board.

She met her future husband Harmon Wesley "Wes" Owens of Encino, California July 14, 1964, in Sacramento. He was drafted into the US Army July of 1965 and was stationed in Korea. He proposed to her, and they were married June 24, 1967, at Sacred Heart Church in Sacramento, California. Kathleen and Harmon (Wes) were stationed in Wurzburg, Germany where their daughter Meredith was born, Harmon (Wes) was sent to Vietnam, then to Ft. Lewis, Washington where their daughter Nancy was born. Kathleen and her family were sent to Germany, Kentucky, Georgia, and retired at JBLM in Washington State July 31, 1987.

Kathleen thoroughly enjoyed being a grandmother to her 4 grandchildren who kept her busy with all of their activities.
