Leon was born on May 31st, 1939 in Manhattan, New York. He served 27 years active duty in the US Army.
He is survived by his wife, Cathleen Elaine Orton-Fraser; his children, Crystal McMullen; Christine Fitzhugh, and grandchildren and great-grandchildren.

SFC Sylmar (POPS) Frazier, I met SFC Fraser while station in Kitzingen, Germany 1980. Fraser was the only truthful friend I ever had. He was a man of his word. I think we ate at every Chinese Restaurant in Kitzingen and Wurzburg Germany. Fraser would always order double orders.. (HAPPY TIMES). After Germany we met again at Fort Hood Texas, and continued our friendship. Frazier was a unique and faithful friend. (R.I.P)
