Evans, GA – Lieutenant Robert Michael “Mike” Riley, age 70, entered into rest on Sunday, February 8, 2026. A man of strong character, integrity, and heart, Mike lived a life marked by service, leadership, and a lasting impact on all who knew him. He was the devoted and loving husband of Kelli Riley.
Born in 1955 in Amarillo, Texas, Mike was the son of the late A.C. and Geraldine Riley. He graduated from North Augusta High School in 1974, where his athletic talent and competitive spirit were already evident. He was the starting linebacker for the North Augusta Yellow Jackets and a proud member of the Augusta Boxing Club. As a boxer, Mike was a 13-time undefeated Golden Gloves champion and famously defeated Poncho Carter, who later went on to a professional boxing career.
During the late 1970s and 1980s, Mike managed several well-known local establishments, including Stonehenge, New York New York, and Gin Mill, earning respect for his leadership and ability to connect with people.
Affectionately known as “RILO,” Mike began his law enforcement career with the Columbia County Sheriff’s Office on October 1, 1986. Through dedication and integrity, he advanced through the ranks, serving in Patrol and Special Operations, and later supervising the K-9 and Crime Suppression Units. In December 2001, he was promoted to Lieutenant and placed in command of the Sheriff’s Office Training Unit.
For nearly 20 years, Mike led the agency’s Training Center, mentoring hundreds—if not thousands—of law enforcement officers across Georgia. His leadership, influence, and unforgettable “Rileyisms” left a lasting legacy, with many of his training methods still in use today. In 1999, he was honored as Peace Officer of the Year, reflecting his professionalism, courage, and respect for the badge.
Outside of his career, Mike loved the outdoors. He was an avid deer and turkey hunter and had a passion for building off-road Jeeps and exploring wherever the trail led. With the help of close friends, he built his own Jeep and fulfilled a lifelong dream by driving the legendary Rubicon Trail, an experience made even more meaningful with his wife, Kelli, by his side.
Quite simply, there will never be another “RILO.” Above all else, Mike cherished his family. He is survived by his daughter, Lindsey Mears (Brandon); his son, Gary Settles (Jennifer); brothers, Anthony P. Riley (Carol) and Vince K. Riley; sister, Giavonni Gibson; six grandchildren, Gracie Settles, Forrest Settles, Ryleigh Settles, Hall Mears, Vivian Mears, and Glenn Kathryn Mears; sister-in-law, Julia Livingston; and father-in-law, Jerry B. Adams. He was preceded in death by his first wife, Kathy Riley, and his parents. Mike was deeply loved by his nieces, nephews, and a wide circle of friends who became family.
A celebration of life service will be held on Monday, February 16, 2026 at 11:00 a.m.at the Columbia County Exhibition Center, 212 Partnership Dr., Grovetown, GA. With Chaplain Dennis Hoyt officiating. The family will receive friends immediately following the service.
