Mark Edward Baker, 53, of Dover, Pennsylvania, passed away on Wednesday, September 17, 2025. Born on July 1, 1972, at Chester-Crozier Medical Center in Chester, PA, Mark lived a life of honor, service, and deep devotion to his family and community.
Mark was the husband of Peggy Baker, whom he married on November 17, 1992. He was the proud father of Cody Ryan Baker of Minot, ND; Rebecca Lynn Baker of Dover, PA; Jacob Matthew Baker of Dover, PA; Chance Alexander Baker of Dover, PA; and the late Faith Elizabeth. He was a cherished grandfather to Delilah Rose Baker and AnaMaria Baker. He was the son of Carol Ann (Moyer) Baker of Lewistown, PA and the late Larry Richard Baker.
Mark had a distinguished career in both law enforcement and the military. A graduate of Class 333 of the Philadelphia Police Academy, he was recognized as the Distinguished 100 Top Shooter and received the Top Shooter Award for his class. He was a pioneer in the forensics program at NYCRPD, where he served as a Detective for 15 years, earning multiple Chief's Commendations. Mark also served as an international instructor for computer forensics with IACIS, was instrumental in writing the IACIS forensic manuals, and led U.S.-based training operations.
His dedication extended to federal service, where he served on an FBI task force focused on human trafficking. He showed true compassion to the victims he served. Mark always made sure to follow up with them and was known to go above and beyond his duties, even bringing those he helped meals. His expert testimony and investigative work earned him multiple commendations. He was sworn in as a York County Detective and achieved the fastest promotion to Highway Patrol in his department's history.
Mark proudly served his country as Military Police in the United States Army, where he received the Army Achievement Medal, Good Conduct Medal, National Defense Service Medal, and Overseas Service Ribbon. He was recognized as an expert marksman in rifle and pistol shooting.
Outside of his professional life, Mark was a lifelong Scout, having earned the rank of Eagle Scout. He continued to serve the scouting community as a Cubmaster and Assistant Scoutmaster, guiding young people with wisdom and integrity. He also was Scout Leader in Korea and Germany; and served as an advisor to the York Regional Explorers program.
Mark had many passions. He loved anything related to trains, dog training and was part of a certified pet therapy team. Some of his greatest joys were hiking, hunting, camping, barbequing and smoking meats with his friends and family. He was an avid fan of Alabama Football, the Philadelphia Eagles and Flyers, and enjoyed computer technology, rodeos, and playing Dungeons and Dragons.
Mark Baker will be remembered for his unwavering sense of duty, his dedication to justice, and most of all, for the deep love he held for his family. He will be profoundly missed by all who knew and loved him.
A Funeral Service to honor Mark will be held at 12:00 PM on Thursday, September 25, 2025, at Living Word Community Church, 2530 Cape Horn Road, Red Lion. The service at Living Word Community Church will be for law enforcement only and invited guests. It will not be open to the general public. The option of viewing the service via live stream will be held at Chapel Church, 3050 Cape Horn Road, Red Lion. Doors at Chapel Church will open at 9:00 AM.
