Ann and Jennifer, and all of Cotton´s
friends and family. I am so sorry for your loss. the three of you were among my mom´s favorite people.

It is with much sadness that I express my sincere condolences to each of you during this time of grief.
It was a pleasure to work with Cotton at SCDOT. He was a special friend whose life was well-lived. His love of his family was proudly expressed. I enjoyed attending his cook-outs that were "Second To None" in food and fun.
You all are in our thoughts and prayers. May you receive the blessings of God, family and friends in the coming days.
