Neil Patrick Fullan, M.D., 79 years, of Sturgeon Bay, passed away peacefully on February 1, 2026 in Green Bay.
He was born on April 8, 1946 in Chicago and adopted by his parents Joseph and Irene (Spain) Fullan shortly thereafter.
Neil is survived by his wife, Dr. Sally Schlise; two children, Amanda Fullan of Eden Prairie, MN, Dr. Sean (Molly) Fullan of Wentzville, MO; two grandchildren, Finn and Gwendolyn Fullan; sister, Sheila Casteel of Arizona; and other beloved extended family members.
Preceding him in death were his parents, Joseph and Irene Fullan; and his first wife, Kathleen Caron Fullan.
Neil grew up in Chicago, and on a farm in Indiana, which was by far his favorite place as a child. Following his high school graduation, he entered college at Notre Dame University before entering service in the U.S. Navy. In the Navy, Neil was a Lieutenant and pilot of both transport planes and helicopters. After his honorable discharge, Neil went on to medical school at Rush University in Illinois, completed his pediatrics residency at the University of Michigan, and did his fellowship in child psychiatry at the University of Wisconsin, ultimately becoming a child psychiatrist and settling in various parts of Wisconsin for the rest of his life.
Neil was known for his generosity, love of learning, and sense of humor. He quietly helped countless people through sharing his time, expertise, and resources. Neil never stopped learning and was a strong supporter of education of all types. He studied everything from languages (Italian, Spanish, Norwegian, and others) to instruments (tuba, accordion, guitar, bass) to history, other cultures, science, woodworking, and more. He loved to read a wide variety of genres with a solid appreciation for classic literature and had a soft spot for a good mystery novel. Neil also liked to work with his hands, building and tinkering. He made so many things over the years including Damascus knives, leather stamped belts, and even a hammer dulcimer. Neil loved to laugh. He appreciated a good joke and could be silly, especially with children. He also was notorious for deadpan teasing where you weren't always sure if he was kidding or not.
Neil was a devoted husband, father, grandfather, brother, and uncle. He was fiercely protective of those he loved and was always looking to improve situations for the people in his life. Neil was a natural teacher and mentor, generously sharing his experience with others. He started in college when he took a pack of nephews and a first niece under his wing while dating Kathy (some of whom he mentored well into adulthood). He then taught his kids many things with great patience (except for driving), mentored friends and other family members, tutored ESL students, and finally gently introduced his grandchildren to games and stories. Neil's legacy will live on through the many people who bloomed under his attention and care.
A memorial Mass of Christian Burial will be prayed at 11:00 a.m. on Saturday, April 11, 2026 at St. Joseph Catholic Church (110 N. 5th Ave., Sturgeon Bay WI 54235) with Fr Matthew Rappl officiating. Military Honors to follow. Friends may call at the church on April 11, 2026 from 9:00 a.m. until 10:45 a.m. Burial will be at Holy Cross Cemetery, Town of Scott beside his wife, Kathy.
