Norma Fay Lucas Kemp, 79, passed away peacefully at home on Thursday, August 28, 2025, surrounded by her loved ones. Honoring her wishes, cremation will take place, and a celebration of life will be held at a later date for family and friends. Born on March 1, 1946, in Gamoca, West Virginia, Norma was the daughter of the late Harry Leon and Bessie Jane Lucas. She graduated with the Nicholas County High School Class of 1964 and soon after ventured to Washington, D.C., where she began a remarkable 41-year and 4-month career at the Bureau of National Affairs. Her journey eventually led her to Maryland, where she spent most of her life and her final days. Norma’s greatest joy came from time spent with her family—laughing, reminiscing, and sharing stories. Her warmth, wit, and unwavering love left an indelible mark on all who knew her.
In addition to her parents, she was preceded in death by her brother Dennis Lucas and nephew Brandon Lucas. She is survived by her daughter Jennifer (Chris) Schelling; her former husband Arthur Dale Kemp, who returned to her life in its final chapter; her beloved grandson Alexander Kephart; her brother Delmus (Gaye) Lucas; and nieces Heather Lucas, Tammy Huddleston, and Kim Quinn.
Norma’s legacy lives on in the hearts of those she loved and who loved her in return.
