She was born on January 7, 1930, in Centralia, the daughter of Renzo and Eleanor (Schneider) Phelps. She married James Edward White on July 3, 1949, and he preceded her in death on February 13, 1995. She married Harold "Glenn" Robbins on February 15, 1997, and he preceded her in death on November 8, 2015.
Survivors that will remember the way Phyllis brought love and happiness to their lives include her children, James David White and wife Joan of Centralia, Perry Allen White and wife Tammy of Sandoval, and Walter White and wife Vickie of California; step-children, Vickie Clark and husband Ronald, Gail Robbins, and Marsha Robbins; grandchildren, Jessie David White and wife Wendy, Emily Joy Greenberg and husband Dan, Madeleine Marie Silver and husband Justin, Emily Jane Wooters and husband Zach, Grace Elizabeth Pennock, Joseph Harold Pennock, Sabrina Riann White and fiancé, Joshua Keele and his sons, Kaleb and Kayden, Erica Abajian, Tara Holt, and Heather White; great-grandchildren, Mason White, Evan White, Ian White, Carson Edwards, Elijah Greenberg, Mila Greenberg, Carson Wooters, Holden Wooters, Jude Pennock, Isabella Jackson, Charlotte Wooters, Sawyer Pennock, Stella Pennock, Lainey Pennock, Summer Sanchez, Wyatt Abajian, Maverick Abajian, Dane Holt, Jeremiah Abajian, and Lainey Ramirez; brother, Donald Phelps; sister, Shirley Wadkins; and many nieces, nephews, extended family members, and friends.
Along with her husband of 46 years, Jim White, and her husband of 18 years, Glenn Robbins, Phyllis was preceded in death by her parents; mother-in-law and father-in-law, Leoan and Sam Williams; brother, Kenneth Phelps and wife Doris; brother-in-law, Bill Wadkins; great nephew, Danny Wadkins; and step-son, Nick Robbins.
Phyllis was a faithful member of the First Apostolic Church in Centralia, where her love for The Lord and others was evident in her dedicated service to God and His people. She was a diligent worker, sharing her kind, compassionate heart with those she cared for at Fireside House, and Warren G. Murray Center, both in Centralia. Phyllis really enjoyed reminiscing about roller skating, in her younger years, recalling all the fun she had with friends. She definitely was well known for her creative side, and how she could make beautiful oil paintings, and intricate flower arrangements. Phyllis just loved to decorate and make her space cozy and eye catching. She appreciated time spent outdoors, tending her flower garden, and keeping her yard neat and inviting. During quiet times, Phyllis and her husband Jim liked the challenge of working word puzzles together. Phyllis was a lady of great faith, loyal, easy to talk to, encouraging and loving. She will be remembered tenderly, and deeply missed.
A celebration of life service will be held at 12:00 p.m. Monday, November 10, 2025, at the Irvin Macz Funeral Home with Pastor Jonathan Urshan officiating. Interment will follow at Hillcrest Memorial Park in Centralia. Relatives and friends are welcome to a visitation time from 11:00 a.m. until the time of the service on Monday at the funeral home in Centralia. Memorials may be made in Phyllis' honor to St. Jude Children's Research Hospital or the American Lung Association.
