He was born on March 17, 1936, in Lakeside, California, to Ross and Velma Hays. Richard was preceded in death by his loving wife of 65 years, Carol Hays, and his daughter Mary Ellen.

Richard's family moved to Tulare when he was 4 years old then attending Oakdale and Central schools. He met his future wife Carol at elementary school when he helped her down from a wall as she was afraid of heights. Richard took her home on his bike and later they started dating and fell in love. They were engaged while Richard was stationed at Pt. Magu, California and were married at Richard's parents' home in Tulare on December 24, 1956.

Richard thereafter had orders for Patrick AFB, Florida, returning to California once Richard's enlistment was complete. They returned to Tulare, lived in Los Angeles area for a short while and came back to Tulare as their permanent residence. Richard and Carol were blessed with a large and close family. Richard's vast carpentry skills provided for his family over the years with his final position as Maintenance for the Tulare District Hospital before retiring.

Richard and Carol moved to Montana at retirement, enjoying 14 years of mountain living including occasional carpentry or electrical opportunities for others. They returned to California in 2016 to be close to family.

He is lovingly remembered by his children: Daughters Cheryl Hurley (Lawrence), Sharon Avila (Jorge), Patricia Vetter (Donald), Denise Johnson (Russell), Janice Kinney, Janet Stephens (Anthony) and sons Richard (Rick) and Robert (Bob). Richard was also blessed with 15 grandchildren, 10 great-grandchildren, and 2 great-great grandchildren each of whom brought him immense joy and pride.
