Richard Anthony Portillo was born on July 10th, 1972 and died on November 21st, 2021 at the age of 49. He is survived by his only son, Richard Anthony Portillo II, his brother, Robert Alexander Portillo, His sister, Angela Marie Thomas, and his mother, Elva Portillo. He is preceded in death by his father, Richard Portillo. He is mourned by his ex-wife Julie Portillo, the mother of his son and previous wife, Amy Lawrence, and both of their families. A retired veteran of the U.S. Navy of 28 years and recipient of a Bachelor's degree in Business Administration and two Master's degrees in Homeland Security and National Security & Strategic Studies. He lived to be on the water, especially to captain his own boat. Richard loved to attend concerts, watch the Dallas Cowboys, and grill out with his loved ones. He is known for his penchant for self-admiration but also his expansive love for others; Richard came from humble beginnings and used his success in his military career to lift up and counsel others to their full potential. He personified hard work, quick wit, and refined taste. His journey was not without tribulation or injury, and tragically his many invisible wounds took him from us before his time. We will forever be marked by his passion and integrity.
Memorial Service will take place at 11:00 AM, on Tuesday, November 30, 2021 at Sunset Funeral Homes- Northeast, 4631 Hondo Pass. Services will be livestreamed via Mr. Portillo's online Tribute at www.sunsetfuneralhomes.net.

He was an incredible human, and to discover this so late is just awful. It was an honor to serve with him, I was proud to be one of his sailors. His leadership, guidance and mentorship will live forever in our hearts. CSG-12

Sincerest condolences to our fallen shipmate. I served with Rich on the USS Fletcher in 1999 and he was instrumental in helping me achieve my SWO qualifications as a young junior officer. I regret not talking more to Rich. You will be missed my fellow Texan. Save me a chair at the table in heaven.

FINAL PATROL
I have one consolation that lives with me today. That God is near to them, in his own special way. So God in all Your mercy, keep near Thyself the soul, Of every Submariner, still on his final patrol.
Lord, this departed shipmate with dolphins on his chest is part of an outfit known as the best.
Make him welcome and take him by the hand. You'll find without a doubt he was the best in all the land.
So, heavenly Father add his name to the roll of our departed shipmates still on patrol.

Let them know that we who survive will always keep their memories alive
