Richard Dean Smith, 63, of Topeka, KS, passed away on May 23, 2024.

A memorial service will be held at 11:00 a.m., June 17 at the Meriden United Methodist Church, 100 Dawson St., Meriden, KS 66512.  Following the service the family will travel to the Marysville City Cemetery in Marysville, KS, for a 3:00 p.m. burial.

Richard was born on May 6, 1961, in Salina, KS, to Richard and Nancy (Gale) Smith.  He attended Marysville High School, graduating in 1979.  Richard then went on to attend college at Emporia State University.  After his first semester there, he suffered a severe neck injury causing quadriplegia.  Despite being wheelchair bound and having only limited use of his arms, he returned to Emporia State and completed his bachelor’s degree in business in 1984.  After graduation, he was admitted to Washburn School of Law, earning his Juris Doctor degree in 1989.  He was admitted to the bar later that year.

He had a long career as an Assistant Attorney General for the state of Kansas serving under seven different administrations, specializing in election, education, and bond law.

Richard was a model of strength and tenacity, overcoming his initial injury and complications caused by his quadriplegia.

Preceding him in death is his parents; and eldest niece, Lydia Clark.

Survivors include his sister, Pam (Brad) Clark; brother, Robert (Janelle) Smith; nephew, Tanner Clark; and nieces, Marissa (Dustie) Maines and Julia Smith.

A memorial fund has been established to the Topeka Independent Living Resource Center.  Contributions may be sent in care of Kinsley Mortuary, P.O. Box 147, Marysville, KS 66508.
