Rochelle Cole Manning passed away on December 22, 2025, following a long illness. She was a devoted wife, mother, sister, and friend whose life was marked by service, faith, and steadfast support for her family and community.
Rochelle was born on July 11, 1935, at the family home in Fairview, Idaho. She graduated from Preston High School in 1953. On June 4, 1954, she married Darrell V. Manning in the Logan Utah Temple of The Church of Jesus Christ of Latter-day Saints, beginning a lifelong partnership rooted in shared commitment and service.
Throughout their marriage, Rochelle played an essential role in supporting her family during years of public and military service. While her husband pursued his education at Utah State University and later served in the United States Air Force, Rochelle managed the many moves and responsibilities that came with military life, creating a stable and loving home wherever they were stationed. When the family later settled in Pocatello, Idaho, Rochelle continued her active involvement in community and family life.
Rochelle was a dedicated supporter of her husband's public service, including his time serving four and a half terms in the Idaho State Legislature. During those years, she was actively involved with the Idaho LegisLadies, a legislative spouses' organization, where she built lasting friendships and contributed meaningfully to the civic community.
In 1971, the family moved to
Boise, Idaho, following her husband's appointment to lead the Idaho Aeronautics Department and later the Idaho State Transportation Department. Boise remained Rochelle's home for the rest of her life.
When her husband was appointed Adjutant General of the Idaho National Guard in 1984, Rochelle embraced the role of supporting Guard members and their families with dedication and compassion. She often said that she felt she was serving alongside the Guard herself, volunteering countless hours in support of troops and their families. Her commitment was recognized with both state and national awards following her husband's retirement in 1995-honors that reflected her genuine love for the men and women of the Idaho National Guard and all United States military service members.
Beyond her public service, Rochelle found joy in reading, homemaking, and nurturing her family. She was deeply devoted to her faith and served faithfully in The Church of Jesus Christ of Latter-day Saints Goddard Ward as a teacher, pianist, and librarian.
Rochelle is survived by her husband, Major General (Retired) Darrell V. Manning of Boise; her son, David Scott Manning of Boise; her sister, Gay Cole of Salt Lake City; her brothers-
in-law, Donald Cummings and Denny Manning; her sister-in-law, Sue Manning; and many nieces, nephews, and dear friends.
She was preceded in death by her parents, Leslie J. Cole and Louie McKinnon Cole of Logan, Utah; her son, Michael Allen Manning of Boise; her brother, Donald Cole; her sisters, Nedra Eames and Gene Sorenson; and numerous brothers- and sisters-in-law, including Allen Manning, Leon Manning Sr., Reed Harper, Brian Sorenson, Wendell Eames, Pam Cole, LuDean Harper, and Norma Cummings.
In lieu of flowers the family suggests that donations be made in her name to the
Alzheimer's Association at donerservices.alz.org.
