Ronald R. Collins unexpectedly departed this earthly life on Friday, March 21, 2025. He was born on May 30, 1954, to Shirley Hughes Brown and the late Ronald C. Collins.
Ronald received his early education in the Catholic school system of Washington, DC, where he excelled academically. While attending St. Anthony's High School, he proudly represented his school on the student quiz show It's Academic. He continued to thrive in higher education, earning his undergraduate degree from his beloved University of Scranton, graduating summa cum laude. He later obtained his Juris Doctor from Penn State Dickinson Law.
A proud native of Washington, DC, Ronald dedicated his life to public service and the betterment of his city. He was deeply involved in local politics, holding leadership roles in the Ward 2 Democrats and continuing his commitment even after redistricting moved him to Ward 6. From 2006 to 2018, he represented Ward 6 on the DC Democratic State Committee, later chairing the Constitution and By-Laws Committee. Ronald also spent six years as an ANC 6D Commissioner, where he contributed as treasurer.
His distinguished government career spanned several administrations. He began as legal counsel and later advanced to Chief of Staff for Ward 7 Councilmember H. R. Crawford from 1980 to 1992. During the Sharon Pratt administration, he took on the roles of legal counsel and Chief of Staff to Department of Human Services Director Vincent Gray. From 2003 to 2007, Mayor Anthony Williams appointed him Director of the DC Office of Boards and Commissions. He later worked as Deputy Secretary to the DC City Council under Chairman Vincent Gray (2007–2011), and in 2011 was again named Director of the Office of Boards and Commissions by Mayor Gray. Ronald concluded his career in government in 2012, leaving behind a legacy of leadership, integrity, and dedication.
Outside of his professional life, Ronald was a passionate fan of English football, especially the Manchester City Football Club. He also remained a devoted alumnus of the University of Scranton, often seen proudly wearing one of his many school sweatshirts. His love for his alma mater was evident to all who knew him. Ronald was a kind and generous soul, known for his warm smile and ability to bring joy to those around him. A man of deep faith, he once even considered entering the priesthood.
Ronald is survived by his beloved mother, Shirley Hughes Brown; bonus mom, Yvonne Collins (widow of Ronald C. Collins); his brother, Eric Brown; his sister, Rhonda Dorsey (Terry); nieces, Jessica Jenkins, Jenine Brown, and Antoinette Bethea; nephew, Michael Brown; several cherished grandnieces and grandnephews; and a host of treasured friends.
Ronald's presence, wisdom, and laughter will be deeply missed. His legacy of commitment, compassion, and unwavering faith will continue to inspire all who were fortunate to know him.

I became friends with Ron almost immediately at "da U!" He was a bright light in any room. I was also happy to have remained in touch until recently. I was looking forward to our 50th class reunion. I will raise a glass in his memory.

Very sad to learn of Ron´s passing. I found myself looking at an old photo taken at the University of Scranton; Ron´s smile was definitely genuine.

Ron was a true spirit at 301 G Street SW DC. He was independent but always ready to lend a helping hand.
His presence will be missed.
