Ruth was born September 28, 1931 in Springfield, Massachusetts to Ruth and Oral Frasier. She was their only daughter and she had five brothers. Ruth graduated from Moorestown High School in New Jersey in 1949.

She met and married her husband, Albert at a USO dance while he was stationed at Fort Dix in 1952. Shortly after their marriage they moved to Coalinga, California. After moving to Turlock, in 1965 Ruth returned to college and earned her Bachelor of Arts degree from California State University, Stanislaus. She then worked as a social worker for Stanislaus County until her retirement in 1986.
After retirement, Ruth and Albert enjoyed traveling the world. She also enjoyed reading, knitting, playing Bridge and spending time with her family. She will be remembered by her family for her sharp wit and unwavering belief in women's rights which has inspired both her daughters and granddaughters.

Ruth is survived by her children Susan (Rudy) Maynard of Turlock, Robert (Sheila) Puffer of Turlock, Mary (Jim) Diel of Sacramento and Laura (Mark) Steichen of Sonora; nine grandchildren and four great grandchildren. She was preceded in death by her husband Albert Puffer in 2021.

Charitable donations can be made in Ruth's memory to Covenant Living Center of Turlock Benevolent Fund, Covenant Care Hospice of Turlock or the charity of donor's choosing.

Services will be private.
