Shelly L. Peffer, 58, of

Carlinville, formerly of East Palestine,

OH, passed away Thursday, July

10, 2025.

Shelly was born Oct. 24, 1966, in

Salem, OH, a daughter of

William Titus and Janice Kaye

Witman Peffer.

Shelly received her undergraduate

degree from Kent State University,

her Masters and PhD in

Public Administration from

Cleveland State and her

Juris Doctorate from Cleveland State

University College of Law. Shelly was

a Professor at Blackburn College

teaching Leadership, Law, and

Public Services. She had also taught

at Long Island University in

Brooklyn, NY. Immediately following

her undergradue studies,

Shelly served in the United States

Peace Corps for over two years

in Niger, West Africa.

She was a diehard fan of the

Cleveland Guardians and

The Ohio State Buckeyes.

Shelly loved to read and enjoyed

decorating, creating art, traveling,

and spending time with friends.

Shelly was preceded in death by her

parents. She is survived by her

many friends and colleagues,

as well as many relatives out of state.

Shelly passed away at her home on

July 10th. If you or someone you

Shelley was an amazing woman. She was smart and funny. She loved teaching and was dedicated to her students. I will miss her. Rest peacefully lovely lady. Aunt Peggy.
