Billy was born in Elizabeth City, NC on October 30, 1961, and was the son of the late Henry Walton Lane and Margaret Ann Wilkins Lane.
Billy is survived by his girlfriend; Danna Dail, and siblings; Mary Smithson (Wayne) of Elizabeth City, NC, Ruth Harden (Melissa) of Norfolk, VA, Margaret Juanita Taylor (Cecil) of Elizabeth City, NC, and Curtis WIlkins of Gatesville, NC.
