William Israel Hoak

William Israel Hoak, 52, of Kearneysville, WV, passed away on February 28, 2026, at home.

Born on December 1, 1973, in Charles Town, WV, he was the son of William R. Hoak and Joyce Ann Elliott.

Billy was the owner and operator of All American Paving, LLC, where he took great pleasure in working with his sons.

Billy was a wonderful father and grandfather. He greatly enjoyed watching football with his boys, Matthew and Morgan, especially his Dallas Cowboys. Billy enjoyed shooting pool, playing softball, corn hole, and playing football with friends. A great joy of his life was his granddaughter, Aubree, who he had Saturday breakfast dates with. He also hosted cookouts with family and friends and was well known for his love of first edition Nike sneakers and his Carhart fashion shirts.

He is survived by his parents, William "Bill" Hoak and Joyce Elliott; three sons, Trevor Mobley, Matthew Hoak, Morgan Hoak; one granddaughter, Aubree Hoak; one brother, Raymond Hoak and two sisters, Melissa Hoak and Misty Shrader.

He was preceded in death by one sister, Joyce Lear; and one brother, David Hoak.

A visitation will be held on Thursday, March 5, 2026, from 2:00 P.M. to 3:00 P.M., at Eackles-Spencer & Norton Funeral Home, 256 Halltown Road, Harpers Ferry, WV. Graveside services will follow at Edge Hill Cemetery in Charles Town, WV with the Reverend Bucky Chapman officiating.
