Bill is survived by his wife, Lynn, of 44 years; his children, Don Phelps (Cindy) ; Jo Helen Kelly (Frank); stepdaughter, Lisa Williams (Brian); sister, Frances Roberts; three grandchildren, Jay Kelly, Kelsey Suskie (Trey), and Garrett Phelps; and five great-grandchildren.
Bill was an active member of Lakeside Country Club where he served on the Board and enjoyed fishing. He was an active member of the Episcopal Church at St. Marks, serving on the vestry and singing in the choir. Upon retirement, he and Lynn moved to Mtn. View.
A graveside service will be held at noon on Friday, December 12, 2025 at Pinecrest Cemetery, followed by a memorial service at St. Mark's Episcopal Church at 1:00 PM with reception.
Memorials can be made to the Chotard Music Fund at St. Marks Episcopal Church. Arrangements are under the direction of RuebelFuneralHome.com
