William Nelson Phillips, Jr (Bill), was born on June 9, 1953, in Newark, New Jersey, to the late William Nelson Phillips and Rebecca R. Phillips. He departed from this earthly life peacefully, surrounded by his family at his home in Haymarket, Virginia, on September 25, 2025.
Bill graduated from East Orange High school in 1971. After graduation, he pursued a degree in business administration at Shaw University in Raleigh, NC, where he was a member of the Nu Gamma Alpha fraternity. In June of 2000, Bill later obtained an associate degree at NOVA in Woodbridge, VA, and an Occupational certificate at PTO University in Arlington, VA, in 1996. Bill worked at the United States Patent & Trademark office as a patent analyst from 1992-2023 until he retired.
In 1995 Bill joined First Mount Zion Baptist Church in Dumfries, VA, and was water baptized. He was a devoted member and participated in several ministries in the church as a youth Sunday school teacher, a member of the Usher Ministry and the Men's Choir. He also worked as a professional photographer and was instrumental in producing many family portraits for the members of First Mount Zion Baptist Church.
Bill enjoyed various activities such as swimming, zip lining, scuba diving, and apple picking. His favorite football team was the New York Giants, which he faithfully supported. Bill traveled to various countries and islands and always enjoyed cruising. Bill was a strong family man and enjoyed connecting with His family through the many family reunions. Bill was young at heart and enjoyed various sports activities and traveling with his daughter Stephanie. He was known for his humor and zest for life. His favorite scripture is Proverbs 3:5-6 "Trust in the Lord with all your heart and lean not to your own understanding; In all your ways acknowledge Him, and He shall direct your paths." (NKJV)
Bill is survived by his loving wife of 11 years, Angela Phillips, his daughter, Stephanie Phillips, his two sisters Linda Edwards and Anne Warren; along with a host of nieces, nephews, cousins, extended family, and friends who will cherish his memory.
Special thanks to our family, neighbors, and care givers of Horizons Home Health and Capital Caring Hospice team for your support while we journeyed through this difficult time.

Sending prayers of comfort and sympathy to the at this difficult time. I was sorry to hear of Billy's passing. Growing up together on Eppirt Street in East Orange N.J. and so many memories of our families time spent as neighbors and friends make you forever connected no matter where life takes you. May he rest in peace.
