He was a native of New Bern and graduated from New Bern High School. He earned a degree in public administration from N.C. Central University and attended Middle Tennessee State University. He was a member of Tabernacle Missionary Baptist Church, where he was a trustee. He served in the U.S. Navy and was employed with the Employment Security Commission.
A memorial service will be held at 10 a.m. on Saturday at Oscar's Memorial Chapel with the Rev. Louise Simmons officiating.
He is survived by one son, Yahkee Burney of New Bern; one daughter, Yahkayle Burney of New Bern; three brothers, Alfonzo Hilliard of Mitchellville, Md., Alton Hilliard of Raleigh, and Harold Hilliard of Washington; and two sisters, Veronica Lee and Valderia Shumake of Durham.
The family will receive friends at the residence.
