Francis was a fine Army man I met while serving in the Reserves ('82-'85) after my active duty at APG, Ordnance Corps, MD. We were attached to 439th QM Petrl. Co (Sup) /395th Bn. 76th Div. (TNG) for scheduled drills and Summer Camps reserve leadership duties. He had selfless dedication and showed leadership by example and great concern and strength of performance of duties in all his assignments. Truly capable professionalism and ever dependable to complete the missions: both operational and admen.
